AN OVERVIEW OF NAPTIP AND HUMAN TRAFFICKING IN NIGERIA
v Introduction of NAPTIP as the Anti-Human Trafficking Agency In Nigeria
ü Came into being on the 8th of August,  2003
ü The Agency is the creation of Trafficking In Persons (Prohibition) Law Enforcement and Administration Act, a.k.a. TIPLEA Act, 2003 as amended.
ü The Agency is the Federal Government of Nigeria’s response to addressing the scourge of trafficking in persons in Nigeria and its attendance human abuse in its entire ramification.
ü It is also a fulfillment of Nigeria’s international obligation under the TIP protocol supplementing the UN’s Transnational Organized Crime (TOC) Convention, which Nigeria became signatory in December 2000.
ü NAPTIP is the only Government Agency that is FULLY COMMITTED to the prevention of all forms of human degradation and exploitation through the coordinated use of the nation’s crime prevention and law enforcement resources; to stamp out human trafficking and liberate and uplift the vulnerable, especially women and children, from dehumanizing and exploitative employment and usage; and to ensure their rehabilitation and effective reintegration into society.
ü The Agency has its HQ in Abuja with Seven (7) Zonal Offices cutting across the geo-political zone of the country, namely, Kano, Lagos, Sokoto, Edo (Benin), Akwa-Ibom (Uyo), Enugu, and Borno (Maiduguri).

v What is Human Trafficking? (Definition)
ü Simply put, human trafficking is the illegal trade in human beings for the purposes of commercial sexual exploitation or forced labor: a modern-day form of slavery. It is the fastest growing criminal industry in the world, and tied with the illegal arms industry as the second largest, after the drug-trade. There are two types of Human Trafficking;
·        Internal Trafficking (within the country)
·        External Trafficking (cross-border)

v Why Human Trafficking? (Purpose)
ü Exploitative Sex Trade (Majority of the women trafficked)
ü Domestic Servitude (endure harsh working condition & deprived of basic subsistence)
ü Forced Marriage (family survival strategy on their female children)
ü Illicit Adoption (Mothers sell babies, Infants are stolen, Unlawful adoption)
ü Military Conscription (Child soldiers, 300,000 Child soldiers worldwide, females used as sex slaves for combatants)
ü HIV/AIDS (Virgin brides and infants at risk in some places due to fetish beliefs)
ü Begging (children recruited and trafficked to earn money for others; they are sometimes maimed by traffickers to attract sympathy and greater charity. Nig to S. Arabia)
ü Organ Harvesting (Kidneys, Livers, Lungs, and other vitals)
ü Rituals (using of human being for fetish beliefs, money, et al)

v How is Trafficking conducted? (Key Elements)
ü ACT – Recruitment, Transportation, Harbouring, or Receipt of a person
ü Means – Threat or use of force, coercion, abduction, fraud, deception, abuse of power or vulnerability, persuasion, enticement thru gifts, et al.
ü Purpose – Exploitation.
v Who Conducts Trafficking in Persons? (The Trafficker)
ü Corrupt Government Personnel
ü Family Relations
ü Inconsiderate Parents
ü Transporters
ü Friends
ü Fraudsters
ü Organized Crime Syndicates
(A Victim is anyone who has fallen prey to the dragnet of traffickers. REASONS:- Job Opportunities, Greener Pastures, et al)

v Where is the Act of Human Trafficking Carried Out? (Flow of TIP)
ü No region or country can boast of being trafficking-free
ü Source Countries (where the victims are recruited)
ü Transit Countries (countries that serve as routes)
ü Destination Countries (final bus stop)


v When is Human Trafficking Conducted?
ü HT is conducted at all times. However, there are peak periods depending on the region under view.

v Factors Facilitating TIP
ü Poverty (parental neglect, conflicts, hungry, lack of shelter, unemployment, lack of basic amenities, economic instability, et al)
ü Ignorance (refusal to pay attention to details, non-internalization of social norms, immorality, illiteracy, etc)
ü Greed (desire to earn a better living at all cost, make millions overnight, insatiable quest for material wealth, impatience, over zealousness, etc)

v Achievements of NAPTIP
ü The Agency has recorded astounding successes in its mandate to stamp out human trafficking in the society. The following are some of the successes recorded by the Agency since its creation in August 2006
Ø Over 5,000 Victims have been counseled and rehabilitated
Ø Over 100 human traffickers have been prosecuted and are serving various jail terms in prison
Ø Some of the Victims have been empowered
Ø Some of the victims are presently running different programmes at the various institutions of learning in Nigeria.
v Conclusion
ü Human trafficking and other forms of slavery, is an affront to the dignity of human beings. We must put an end to it. Thank you for Listening.
