May I thank the organizers for inviting me and my associates to this conference which, if I may say so, is growing in influence by the day. The presence of many Nigerians and distinguished Britons on these historic premises testifies to the importance and to the high expectations of this occasion. At the end of today’s proceedings many of us hope to have a better understanding of our problems and perhaps identify more effective solutions to those problems. 2. My contribution today is based on reflection and practical observation rather than on studious research or scholarly presentation.
